Purpose & Aim
As a Member States-led forum the Initiative serves as a platform for:
- Debating and exchanging information, experiences and best practices
- Improving and cooperating on migration management in the Horn of Africa, and
- Mitigating the challenges of human trafficking, smuggling of people and irregular migration.
Specific Aims
As the AU-HoAI we aim:
- To support the effective implementation of the Migration Policy Framework for Africa and the Ouagadougou Action Plan to Combat Trafficking in Human Beings, Especially Women and Children;
- To support the effective implementation of other relevant policies, positions, and strategies at national level as they pertain to Africa;
- To promote regular dialogue among participating countries and stakeholders, including transit and destination countries;
- To build common understanding on the causes, consequences, patterns of irregular migration so as to predict future migration trends and how to address them;
- To strengthen unity among participating countries in dismantling, investigating and prosecuting the criminal networks of smugglers and traffickers;
- To protect victims;
- To formulate appropriate measures to address smuggling and trafficking in the region;
- To facilitate technical assistance and capacity building to countries, and assistance to victims;
- To ensure funding for projects implemented under the AU-HoAI through systematic & consistent resource mobilization
