Honourable Emma Inamutila Theofelus is a young, 26-year-old Namibian, currently a Member of Parliament and the Deputy Minister in the Ministry of Information and Communication Technology in the Republic of Namibia. She attended the first-ever African Union CIEFFA Youth Capacity Building workshop in 2017 and became part of the first batch of its Alumni. She has been nominated as African Union CIEFFA’s Girls and Women’s Education Young Person of the Month of April 2023.
Before her appointment, Honourable Emma was always policy adjacent and a Youth Activist around issues of gender, children’s rights, sustainable development, and youth unemployment. She served as the Deputy Speaker of the Youth Parliament of the Republic of Namibia and the Junior Mayor of the City of Windhoek amongst other roles.
She continues her quest for significant change in her new role. She is delighted to be the brain behind the removal of the pink tax on sanitary pads and led the national communications center at the peak of the COVID-19 pandemic in Namibia. She has been able to avail capital funds to young social entrepreneurs in Namibia being fully aware that young entrepreneurs need cash injections to run their enterprises and create employment.
Hon. Emma plans to better communicate the activities and programs of the Government of the Republic of Namibia and assisting preparing the Namibian nation for the 4th Industrial Revolution.She is invested in ensuring that there exists digital justice for every child and citizen in Namibia and to address the issue of unemployment in the country. As she would say, “Giving up on your dreams is not an option, rest, get up and try again”.
Hon. Emma holds an LLB Honours Degree from the University of Namibia, a diploma in Business Management from Amity University and a diploma in African Feminism and Gender Studies from the University of South Africa.
